It's because as soon as One Piece have 2-3 volumes they quickly animated it and after around Arlong Park - Drum Kingdom they caught up with the manga. Manga back in the days don't have other means of advertisement aside from magazines and the anime itself shown in tv and sold in dvd. Unlike today's manga, they can be advertised online and earn up to 5-7 volumes before being animated

What do u expect skypea arc is almost 50 episodes
